The measure is the wait from a court restoration order to hospital admission, and compliance against the deadline — a dense monthly series through the 2023–24 turnaround.
Pressure shows up as a waitlist and as discharges when the statutory time limit is reached — alongside forensic (PSRB) bed crowding and accruing contempt fines.
Each state's series is extracted by code from its public court-monitor, special-master, neutral-expert, and state-hospital reports, then harmonized into a common schema in which every measure carries an explicit basis flag — so non-comparable measures (a wait-time vs. a waitlist stock, an admission-time vs. a completion-time) are never silently mixed.
A re-execution gate (verify.py) rebuilds the panel from the raw source documents and asserts
the output is content-identical to the committed version, plus value-anchor checks read by hand against the
source PDFs. Where a table cannot be machine-parsed, values are transcribed by eye and independently
sum-verified, and flagged as such. Every figure traces to a named source report — and to a page, where
the value was hand-transcribed. The gate covers the
frozen research panel; the state views extend it with the latest monitor reports as they publish.
